CITY STREET CONSTRUCTION PROJECTS ARE RAMPING UP

OVER TWO DOZEN STREET AND INFRASTRUCTURE PROJECTS HAVE STARTED OR SOON WILL BE IN SIOUX CITY IN THE NEXT FEW WEEKS.

CITY ENGINEER GORDON PHAIR SAYS TWO OF THEM ARE IN THE AIRPORT AREA:

THE AIRPORT TANK REMOVAL COST IS EXPECTED TO BE AROUND $428-THOUSAND DOLLARS.

SOME PROJECTS ARE ALREADY UNDERWAY INCLUDING JACKSON STREET RESURFACING AND THE GRANDVIEW PARK WATER TANK REMOVAL.

THE REPLACEMENT OF THE SIDEWALK AT THE ANDERSON DANCE PAVILION WILL START SOON, AND ROAD CONSTRUCTION NEAR THE EXPO CENTER IS UNDERWAY:

MAY STREET RESURFACING INCLUDES SOUTH PAXTON FROM TRANSIT AVENUE TO GLENN AVENUE, 27TH FROM PIERCE TO COURT STREETS AND CHEYENNE BOULEVARD FROM 29TH TO 36TH STREETS.

Airport Maintenance Garage Fuel Tank 

Project Description/Status: This project is the removal of an underground fuel storage tank and placement of a  new aboveground fuel tank at the Sioux Gateway Airport Maintenance Garage. This project is currently out for  bid and will be complete by November 1, 2021. Engineer’s Opinion of Cost is $428,000.00. 

Andrew Avenue Reconstruction Project 

Project Description/Status: This project will consist of reconstructing the entire roadway from 225th Street to Sully  Road with new concrete pavement. The project will be staged in multiple sections to minimize access impacts.  It is anticipated that this project to begin in early summer and to be completed in the fall of 2021. 

Anderson Dance Pavillion Sidewalk Replacement Project 

Project Description/Status: This project includes the replacement of existing damaged brick pavers and the  placement of colored and stamped sidewalk. The contractor will begin work immediately in the middle of April  2021 and expects to have the work completed by the end of May 2021. This project was awarded for  $127,325.00. 

Bluff Road Reconstruction (Bluff Road/S. Lafayette Street Alignment) 

Project Description/Status: This project includes the realignment of Bluff Road and South Lafayette Street; beginning at the cul-de-sac on the end of South Lafayette Street, connecting to the recently constructed Bluff  Road, which connects to Stock Yards Place. This will allow two directions of access on paved roads to the  Siouxland Expo Center, Verschoor Meats, and the City lift station once the project is complete. The contractor  has started Phase 1 and expects to have the work completed by the end of July 2021. This project was awarded  for $760,542.50. 

2019 Annual Sidewalk Program 

Project Description/Status: Project includes the removal and replacement of any defective sidewalks that were  marked for repair/replacement in Zone 9 (Leeds area) in May/June of 2019, and have not already been  repaired/replaced by the property owners. The zone map is available on the City website. This project is expected  to resume the middle of April 2021 and be completed by summer of 2021. This project was awarded for  $279,647.67.

2021 Annual Resurfacing Project Phase I 

Project Description/Status: This project includes the construction of curb and gutter, sidewalk ramp  reconstruction, and asphalt resurfacing. Work to mill and resurface the remaining locations will start in the spring  of 2021. Locations are as follows with completed sections crossed off: 

  • Hamilton Boulevard from W 7th Street to Wesley Parkway
  • Jackson Street from 5th Street to 14th Street 
  • Jackson Street from 36th Street to 39th Street 
  • 30th Street from Jackson Street to Jones Street 

Project was awarded in 2020 for $1,316,763.90. 

2022 Annual Resurfacing Project 

Project Description/Status: This project includes the construction of curb and gutter, sidewalk ramp  reconstruction, and asphalt resurfacing. Work will start approximately May 5, 2021. Locations are as follows with  completed sections crossed off: 

  • Cheyenne Boulevard: 36th Street to 29th Street 
  • South Paxton Street: Transit Avenue to Glenn Avenue 
  • Rustin Street: 28th Street to 31st Street 
  • 27th Street: Pierce Street to Court Street. 

This project is anticipated to be awarded on April 26th, 2021. The apparent low bid amount of this project is  $1,192,806.68. 

28th Street Water Main Replacement Project 

Project Description/Status: The project is the installation of 3,100 feet of 12-inch water main to provide increased  water volume and pressure for the new Woodbury Country Law Enforcement Center. Work is to be fully complete  by October 1, 2021. This project was awarded for $472,216.00. 

Ingleside Avenue Reconstruction Project (14th St. to 18th St.)  

Project Description/Status: The project is the full reconstruction of Ingleside Avenue from 14th Street to 18th Street. The contractor started work in April 2020 and the street was fully reopened to traffic December 15th. The  remaining work on this project will begin in Spring 2021 and be completed in early Summer 2021. The remaining  work will close just east of the intersection of 14th Street and Jackson Street to just south of the 14th Street and  Ingleside Avenue intersection. Work is scheduled to resume for the 2021 construction season April 5, 2021. This  project was awarded for $2,987,281.40 in 2020. 

Ingleside Avenue Reconstruction Project (18th St. to 21st St.)  

Project Description/Status: This project is the full reconstruction of Ingleside Avenue from 18th Street to 21st Street and 19th Street from Virginia Street to Ingleside Avenue. The work will be completed in two stages as  follow. Stage 1 includes 19th Street from Virginia Street to Ingleside Avenue. Stage 2 includes Ingleside Avenue  from 18th to 21st Street. The contractor will begin work April 26, 2021 and expects to have the work completed  in November 2021. This project was awarded for $1,251,537.50. 

Myrtle Street Reconstruction Project 

Project Description/Status: This project is the full reconstruction of Myrtle Street from West 23rd Street to West  Clifton Street. The project includes the replacement of watermain, storm and sanitary sewers, street and sidewalk  paving. Work on this project will cover both the 2020 and 2021 construction seasons. Work has been completed south of the mid-block of 2600 Myrtle Street. Construction resumed on Myrtle Street on March 29, 2021. This  project was awarded in 2020 for $6,697,370.38.

Morningside Fiber Optics Project 

Project Description/Status: This project is to provide fiber optic infrastructure and complete four fiber connections  in the Morningside neighborhood. The project is located at: 1) Stone Avenue from Gordon Drive to Morningside  Avenue, 2) Morningside Avenue from Stone Avenue to Ridge Avenue, 3) Morningside Avenue from Transit  Avenue to S. Lakeport Street, 4) S. Lakeport Street from Morningside Avenue to Myers Avenue, as well as  multiple street signals. Work is to begin in the middle of April 2021 and expected to be complete by June of 2021. 

This project was awarded for $114,202.30. 

South Fairmount Reconstruction Project (Transit Avenue to Vine Avenue)  

Project Description/Status: This project is the full reconstruction of South Fairmount St. between Transit Avenue and Vine Avenue. Bids were received on March 16, 2021 through the Iowa Department of Transportation. The  contractor will begin work by the end of April 2021 and is anticipated to have the project completed by the end  of November 2021. This project was awarded for $1,967,692.31. 

Chambers Street Overlay Project (Floyd Boulevard to Glen Oaks Boulevard) 

Project Description/Status: This project includes milling of the existing asphalt pavement, pavement patching,  asphalt overlay, and construction of sidewalk ramps on Chambers Street from Floyd Boulevard to Glen Oaks  Boulevard. Work to begin in late May of 2021 and expected to be completed by the end July 2021. This project  was awarded for $328,667.50. 

South Saint Aubin Street and Orleans Avenue Overlay Project 

Project Description/Status: This project includes milling of the existing asphalt pavement, pavement patching,  asphalt overlay, and construction of sidewalk ramps. The project is located on Orleans Avenue between  Morningside Avenue and South Patterson Street, and South Saint Aubin Street between Davis Avenue and  Orleans Avenue, and will include the throughway to the library. Work to begin in early May 2021 and expected  to be completed by the end of the month. This project was awarded for $251,329.60. 

Sunnybrook Drive and Sergeant Road Traffic Signal Project 

Project Description/Status: The project includes the installation of traffic and pedestrian signals at the  intersection of Sunnybrook Drive and Sergeant Road. Work is anticipated to begin in August of 2021 pending  arrival of the traffic signals. This project was awarded for $198,671.00. 

33rd Street Paving Project (Floyd Boulevard to Saint Anthony’s Place)  

Project Description/ Status: The project includes the replacement of pavement, sidewalk ramps, and installation  of a drainable base layer with subdrains. Access to Trinity Heights will be maintained during the duration of the  project. The contractor will begin work mid-April 2021 and is expected to be completed in August 2021. This  project was awarded for $434,237.78. 

Outer Drive Bridge Sanitary Sewer Televising and Cleaning Project 

Project Description/Status: This project is located at the Outer Drive Bridge and included light cleaning, heavy  cleaning, and televising of approximately 3,000 linear feet of sanitary interceptor sewer line. Work to begin in the  spring of 2021 and expected to be complete by July of 2021. This project was awarded for $212,500.00. 

West Palmer Avenue and George Street Hydrant Repair Project 

Project Description/Status: This project is located at the intersection of West Palmer Avenue and George Street.  It involves removing the fire hydrant from the northwest corner and installing a new hydrant in the southeast  corner. The work is expected to take twelve working days and be completed by October 2021. This project was  awarded for $20,990.00.

West 17th Street Watermain Replacement Project 

Project Description/Status: This project is located on West 17th Street between West Street and Allan Street, on  Allan Street from West 17th Street to Frances Place, and Frances Place from Allan Street to West Street. The  project includes the replacement of undersized watermain and the construction of new sanitary sewer and street  paving on Frances Place. Work is expected to start by early July and be complete in September 2021. This  project is currently out for bid. Engineer’s Opinion of Cost is $378,758.00. 

Watermain Replacement Project – South Corneilia Street 

Project Description/ Status: This project is located on South Cecilia Street between Chicago Avenue and South  Glass Street, on South Glass Street from Chicago Avenue to South Glass Street going West. The project  includes the replacement of undersized two-inch and six-inch watermains with a new eight-inch watermain and  the looping of watermain to eliminate two dead-ends in the watermain system. This project is currently out for  bid. Engineer’s Opinion of cost is $269,940.00. 

Lemon Court Storm Sewer Manhole Project 

Project Description/Status: This project is located on Lemon Court north of Sunybrook Drive. The project  includes the replacement of storm sewer and installlation of a new storm sewer manhole. Work is expected to  be started and completed in June 2021. This project is currently not out for bid. Engineer’s Opinion of Cost is  $36,825.00. 

2019-2020 Annual Sidewalk Ramp Program 

Project Description/Status: This project includes the removal and reconstruction of defective or missing sidewalk  ramps. The following five (5) intersections have been identified for the ramp repairs with the 2019-2020 program: S. Cecelia Street and Washington Avenue, 3rd Street and Nebraska Street, Chicago Avenue and S. Cecelia  Street, 9th Street and Steuben Street, and 33rd Street and Jackson Street. This project is currently not out for  bid. Engineer’s opinion of Cost is $200,000.00. 

Siouxland Expo Center Parking Lot 

Project Description/Status: This project is located at 550 South Lafayette Street. The project includes 200-250  parking stalls located south of the building. Work is expected to start by the end of August and complete in  December 2021. The estimated project cost is $625,000. 

Highway 12 Trail 

Project Description/Status: This project start near the Military Road bridge goes around the Railroad Museum  and ties back into Military Road at Highway 12. The project includes approximately 1.25 miles of trail and has a  DOT letting date of June 2021. If successful bids are received, work is expected to begin in September and  complete in December 2021. The estimated project cost is $800,000.
