KINGSLEY KENNEL OWNER SENTENCED IN FEDERAL COURT

A Kingsley, Iowa man who owed a monetary penalty to the United States for numerous violations of animal welfare regulations at his kennel has been sentenced to 3 years’ probation for lying to the government about his assets and income.

61 year old Gary Felts was sentenced after pleading guilty to one count of making false statements to the United States.

Felts has operated the Black Diamond Kennel since 1998.

The United States Department of Agriculture conducted 17 inspections of the facility since then, finding Felts had 51 non-compliant items, including inadequate veterinary care, housing and sanitation.

As a result of these violations, USDA obtained an $18,938 administrative penalty against Felts.

Felts failed to pay the penalty and the United States obtained a civil judgment against him.

He currently owes over $13,380 on his administrative penalty.
